John Sandman

John "Bert" Sandman

Bert Sandman, a 35-plus year veteran of the California construction industry, is the perfect fit for the multi-faceted operations of ACC. Prior to ACC, Sandman served as President/COO of A. Teichert & Son, Inc. and ARB - both California companies with construction revenues in excess of $300 million annually. He was appointed to the California State Licensing Board by Governor Gray Davis in 2000 and served, as member and chair, until his transition to Colorado. He also served as chairman of Transportation California, the state’s infrastructure advocacy group, and is a national Director of the Associated General Contractors of America. Sandman is a graduate of the University of California at Davis.

David Chandler founded Chicago Growth Partners after spending 16 years with William Blair Capital Partners and three years in Morgan Stanley's Investment Banking Division. He was a founding partner of William Blair Leveraged Capital Fund in 1988 and serves as a director of several companies, including American Civil Constructors, Inc., Encore Paper Company, Engineered Materials Corporation, Gibraltar Packaging Group, Morton Grove Pharmaceuticals, Inc., Pac West Telecommunications, Inc., PharmaResearch Corporation, Sweetwater Sound, and U.S. Education Corporation. Chandler received a BA from Princeton University and an MBA from the Amos Tuck School at Dartmouth College.

Bill Kern

Bill Kern is an experienced executive, entrepreneur and management consultant with over 25 years of business experience. He has a track record of starting, building and successfully operating both product and service companies. Bill has also consulted to many of the Fortune 500 as an expert in project and program management. Throughout 2007 Mr. Kern was asked to manage and improve the operations of ACC’s Heavy Civil Division in California. From 2003 through 2005, he was CEO of a $320 million distribution company, ORCO Construction Supply. Prior to ORCO, Bill was co-founder and CEO of IPS Associates, Inc., an international consulting firm specializing in project management consulting and training to Global 1000 companies. Mr. Kern sold the firm in 2001. He holds a B. A. in International Relations from the University of California at Davis.

Richard L. Randall

Rick Randall is a 40-year veteran who built a large and successful heavy civil and landscaping contracting company. Randall has received numerous industry awards and been president of many industry associations, including the Colorado Contractors Association and the Associated Landscape Contractors of Colorado. He attended the Colorado School of Mines with a focus on Civil Engineering.

Brian R. Shelton

Brian Shelton is the Treasurer of CH2M HILL, which is a $4 billion multinational engineering and construction firm. Prior to joining CH2M HILL, Shelton was the CFO of ACC for five years. Before getting involved in the E&C sector, he spent 14 years in the finance world as a commercial and investment banker. Having led or participated in numerous public and private financings, Shelton has extensive capital raising skills raising well over a billion dollars in debt and equity. Additionally, he has an extensive background in merger and acquisition work buying and selling companies. Shelton received his M.S. in Finance from the London Business School and his B.S. in Finance from Arizona State University.

Noel S. Wheeler

Noel Wheeler began his career in the field of Finance, working as Financial Controller for an international staffing company based in Toronto, Canada. Switching from Finance to Operations, Wheeler rapidly rose through the ranks of the staffing industry, with extended foreign assignments in Europe, Asia/Pacific, Africa, Canada and the U.S. After many years of assisting such companies as Kelly Services and Fluor Corporation to exponentially grow their business, he was recruited as Chief Executive Officer of the Reno, Nevada based national construction staffing company, CLP Resources and has grown this company from less than $50 million to a high of $137 million. Wheeler is a graduate of the University of New South Wales.
